POSITION TITLE: Supervisor, Security & Compliance

REPORTING TO: Director, Regulatory Affairs

DEADLINE: September 15, 2026

SALARY: $45.13 per hour (as per PSAC collective agreement) 

Reporting to the Director, Regulatory Affairs, the Supervisor, Security & Compliance is responsible for the administration, oversight, and continuous improvement of the Airport Security Program (ASP) and related regulatory compliance activities at Charlottetown Alexander B. Campbell Airport. 

The role ensures that all security, access control, and compliance activities meet Transport Canada regulatory requirements and internal standards. The Supervisor provides leadership in security investigations, inspections, audits, and corrective action tracking, while supporting operational readiness and regulatory engagement. 

The position supports integration of the Airport Security Program with the Airport Safety Management System (SMS) and Emergency Response Program, ensuring alignment across safety, security, and compliance functions. 

This role requires sound judgment, discretion, and a high degree of integrity. Flexibility is required, as duties may occur outside normal working hours in response to operational or security-related events.


Requirements & Qualifications:

The successful candidate will possess a combination of operational experience, regulatory knowledge, sound judgement, and strong interpersonal skills. The position requires a high degree of professionalism, integrity, discretion, and the ability to work effectively in a regulated airport environment.

Principal Responsibilities:

Airport Security Program:

  • Administers and supports the implementation of the Airport Security Program (ASP), including oversight of the Pass Control Office and Airport Restricted Area Clearance (RAIC) Program, ensuring compliance with regulatory requirements and maintenance of associated records.
  • Acts as an alternative Airport Security Official when designated by the Director, Regulatory Affairs.
  •  Coordinates the YYG Security Training Program with the contracted security provider under the direction of the Director, Regulatory Affairs.
  • Conducts security inspections, audits and investigations, prepares reports and recommendations, and coordinates corrective actions arising from security incidents, inspections, audits and regulatory reviews.
  • Monitors security trends, contractor performance, and recurring security issues, and provides recommendations to the Director, Regulatory Affairs to improve program effectiveness and regulatory compliance. 
  • Conducts audits of security systems, procedures, and training records.

Airport Safety Management System:

  • Participates on the SMS Committee.
  • Conducts security investigations and supports operational investigations in accordance with the Airport SMS Manual.
  • Participates as a member of the Airport Audit Team and conducts security audits, compliance reviews and regulatory assessments under the direction of the Director, Regulatory Affairs.
  • Maintains records associated with investigations, audits, findings and corrective actions.
  • Assists in the monitoring and reporting of corrective actions arising from audits, investigations and regulatory reviews.

Airport Emergency Response: 

  • Supports emergency exercises, and post-incident reviews.

Compliance & Assurance:

  • Conducts routine compliance inspections and monitoring activities related to airport security, Official Languages Act requirements and regulatory compliance programs.  
  • Participates as a member of the Airport Audit Team and supports internal and external audits.
  • Assists with Transport Canada inspections, regulatory assessments and compliance reviews.
  • Maintains records supporting regulatory compliance, quality assurance and audit activities.
  • Assists in the preparation of audit reports, compliance reports and management summaries.

General Operations & Administration:

  • Coordinates security activities with airport departments, tenants, contractors and service providers.
  • Conducts security inspections, compliance reviews, system testing and verification activities and maintains records associated with airport security, regulatory compliance and corrective action programs.
  • Assists with procurement and administration of equipment and services supporting security and compliance programs.
  • Monitors contracted security personnel performance, identifies deficiencies or training needs, and reports concerns and recommendations to the Director, Regulatory Affairs for follow-up with the contracted security provider.
  • Support operations department with safety and security orientation training to contractors, consultants and project teams before work commences on airport property.
  • Participates in regulatory inspections, security assessments and audits under the direction of the Director, Regulatory Affairs.
  • Complies with established procedures and regulations, e.g. manuals, codes, written orders, regulations and instructions used relative to performance of work.  
  • Carries out other duties as assigned by the Director, Regulatory Affairs.

Education and Experience:
  • Post-secondary education in aviation management, public safety, emergency management, security, compliance, or a related field is considered an asset.
  • A minimum of three to five years of related experience in airport operations, aviation security, emergency response, regulatory compliance, or a similar operational environment.
  • Previous supervisory or team lead experience is considered an asset.
  • Experience working in a federally regulated environment, preferably within an airport, transportation, public safety, or security setting, is considered an asset.
  • Experience supporting, administering, or monitoring compliance with operational manuals, regulatory programs, policies, procedures, inspections, audits, and corrective action processes.

Skills and Abilities:
  • Strong organizational skills with the ability to maintain accurate records, track compliance requirements, follow up on corrective actions, and manage competing priorities.
  • Excellent written and verbal communication skills, including the ability to prepare reports, correspond with internal and external stakeholders, document investigations, and communicate requirements clearly to staff.
  • Strong attention to detail and the ability to identify compliance gaps, operational risks, and opportunities for improvement.
  • Sound judgement, tact, diplomacy, and discretion when handling sensitive security, safety, personnel, or regulatory matters.
  • Ability to work independently, respond to issues with limited notice, and exercise good judgement outside normal business hours when required.
  • Strong working knowledge of Microsoft Office applications and the ability to use digital systems for documentation, reporting, recordkeeping, and compliance tracking.

Certifications and Conditions of Employment:
  • Must possess or be able to obtain and maintain a valid Transportation Security Clearance and Restricted Area Identity Card.
  • Must possess and maintain a valid driver’s licence.
  • Must be willing to complete required training.
  • Must be able to respond to security, emergency, or compliance matters outside regular business hours when required.
